Civilians
Any players who is not part of the assassins game is considered a civilian.
Civilians should be kept unaware of the activities of the assassins bureau as much as possible. An assassin that makes his activities overly obvious to civilians might be penalised for doing so.
Civilians have as much right to contact the Umpire to ask questions, or raise concerns as any assassin playing the game. If there is an issue with an assassin acting unscrupulously then the civilian should not hesitate in reporting it.

Living with a civilian
As a member of the assassins bureau it is your duty to protect any civilians in you area, especially ones you live with.
All civilians you live with MUST be informed about the game. This is to prevent panic if an unscrupulous assassin decides to loiter outside the house, or tries to sneak into the house (both activities being against the rules in most situations).
If a civilian is accidentally poisoned then the surrounding assassins must take reasonable steps to ensure that their housemate survives. Sitting and waiting for your housemate to die in the hopes that it would penalise the attacker is not in the spirit of the game.
All civilians you live with MUST be informed about the game. This is to prevent panic if an unscrupulous assassin decides to loiter outside the house, or tries to sneak into the house (both activities being against the rules in most situations).

Can civilians attack assassins?
Due to reports from previous games of civilians getting irritated by potential assassins I am going to allow normal civilians to kill assassins that come to their door.
Doing this is firstly to discourage wannabe assassins from constantly knocking on peoples doors and annoying them. Although knocking on someone’s door is not against the law and is within the rules, it can be extremely annoying and potentially intimidating if it happens too often. This also discourages players from potentially loitering outside peoples houses (which they shouldn't be doing anyway).
Civilians may choose to attack potential assassins using the same rules that apply to assassins. They however are only limited to attacking assassins in defence of their homes. In other words if an assassin comes to the door, and it is clear that they are assassins (please don't shoot your post man) then they have full permission to let'em have it.
Since allowing civilians to kill assassins can have quite woolly outcomes it is always up to The Umpires judgment on whether the kill actually counts or not. In general the civilian should be acting independently. Any assassin who sends their civilian to attack assassins rather than doing it themselves will be penalised for cowardice, and for putting civilians at risk. Civilians should not specifically try and 'help' their assassin house mates, the purpose of allowing civilians to kill players is more a case of protecting their house.
No points will be earned through a civilian kill, not even Kudos. This means that there is little advantage sending a civilian to do your dirty work since it achieves very little; especially since kill points could be earned if an assassin attacks self defence.
